CPCS and NPORS
Construction Plant Competence Scheme and National Plant Operators Registration Scheme
The two main card schemes evidencing plant operator training and competence, by machine category, recognised across the industry and checked before anyone operates plant on site.
CPCS (run by NOCN) and NPORS are the schemes principal contractors accept as evidence that a plant operator has been trained and tested on a category of machine: excavator (CPCS A58/A59 or NPORS N202 for 360° above ten tonnes, for example), telehandler (A17 / N010), dumper (A09 / N204), roller (A31 / N214), MEWP (IPAF is the usual scheme, with CPCS A25/A26 as alternatives), crane (A60 to A62), slinger-signaller (A40 / N402), and so on. A red trained-operator card is issued on passing the theory and practical tests; a blue competent-operator card follows on completion of an NVQ or equivalent within two years. Both schemes require the CITB Health, Safety and Environment test and renew periodically.
The card shows the category tested, and only that category: an excavator ticket does not cover a telehandler. The plant register checks the operator's card against the machine before the key is handed over, and the pre-use check sheet is signed by an operator whose card covers the plant. Familiarisation with the specific model is still required on top of the card, and the manufacturer's handbook is the reference.

- No statute; industry schemes. They evidence training and competence under PUWER 1998 reg.9 (training) and reg.28 (self-propelled work equipment driven only by trained persons), LOLER 1998 reg.8 and CDM 2015 reg.8.
Questions people ask
Is CPCS or NPORS better?
Both are recognised under the Construction Leadership Council's arrangements and most principal contractors accept either. CPCS has historically been more widely demanded on large sites; NPORS is often quicker and cheaper to obtain. Ask the clients you work for.
Can someone operate plant with a red card?
Yes. The red trained-operator card shows they passed the tests; it is valid for two years while they complete the NVQ for the blue card. Supervision proportionate to experience applies.
